comBusinessLive reports that the Chamber of Mines of SA has argued in its submission to the fees commission that free, quality higher education was not possible in the current, constrained economic climate.  

Mustak Ally, head of skills development at the Chamber, said tertiary education should be funded without undermining fiscal discipline.  It needed to be appropriately prioritised, "bearing in mind the enormous funding requirements for other developmental priorities".  The Chamber supported Higher Education and Training Minister Blade Nzimande’s proposals on the funding of poor and "missing-middle" students, but cautioned that this should not place further pressure on a sector that had experienced losses of R10bn to R37bn in the past two years.  The Chamber pointed out the sector contributed R1bn per annum to the skills development levy, while mining companies spent 5% of their leviable payroll towards skills development, as required by the Mining Charter.  A portion of these funds were on higher education students and initiatives.
