BDLive reports that a proposal by the Public Service Commission (PSC) could see the appointment of directors-general (DGs) taken out of the hands of government ministers.
PSC director general Dovhani Mamphiswana on Wednesday spoke of a proposal that would vest the power to appoint DGs with the head of the public service - a proposed new position that would be located in the Presidency. Mamphiswana said it was a common problem that when new minsters were appointed they would bring in their own DGs. He argued that removing politicians from appointing and managing heads of department would strengthen and professionalise the public service. Mamphiswana also emphasised the need for appointments in government departments to be based on merit.
